Lucy Stewart’s work experience in providing land use services for both the public and private sectors has kept Ms. Stewart a busy zoning and land use consultant in today’s market. In her current capacity as a consultant, Stewart provides business and political strategies to her cannabis clients regarding government relations, land use applications, compliance and facilitation. Additionally, Stewart represents her clients’ applications before the appointed and elected boards operating in all jurisdictions in the Las Vegas Valley: Clark County, Las Vegas, North Las Vegas and Henderson. Some of her Cannabis clientele include; MedMen, Planet 13, CannaCopia, Boulevard Medical, and many others
Ms. Stewart’s work is not limited to the Las Vegas Valley. She previously worked in Northern Nevada, Texas, Arizona and Idaho and has acquired knowledge of each state’s various planning laws. Stewart has worked with developers to create, coordinate and implement strategies for the entitlement of master planned communities, and was able to achieve approval for 120,000 housing units in four master planned communities in Mohave County, AZ. In addition, she developed a public outreach program for a master planned community in Hayden, Idaho which led to its successful approval, after it had been stalled for four years.
Lucy Stewart began her career in Plano, Texas, a suburb of Dallas, where she served as the Chief Planner in Charge of Current Planning for the city. Upon relocating to Las Vegas, Nevada, Stewart was initially hired as the Development Coordinator for the Clark County Comprehensive Planning Department and rose to Assistant Director of Comprehensive Planning.
During Stewart’s tenure at Clark County, she grew frustrated at the constraints of the state enabling legislation on planning in Southern Nevada. She developed a bill that changed all the enabling legislation as it related to planning laws. She worked with the other jurisdictions in Southern Nevada and Northern Nevada and interested stakeholders that led to the successful change in state enabling legislation, providing for clarification on certain issues, streamlining processes, and giving government agencies more control over development in their jurisdictions.
Ms. Stewart left Clark county when the Governor of Nevada appointed Stewart to serve as Public Utility Commissioner. She was responsible for providing consistent policy guidance on regulatory issues through timely adjudication of contested matters, identification of emerging issues and prompt initiation and resolution of rule makings and investigations.
In addition to the demands her career has on her time and energy, Lucy Stewart makes time to serve on the Board and various committees for Opportunity Village. She fosters animals for the NSPCA and Nevada Animal Rescue Center. She previously served on the Arthritis Foundation, Speedway Children’s Charity, Multiple Sclerosis Board, American Heart Association, and Community Health Charities Board.
